What is needed?
The InspireTimeline has some key events and particularly versions of the Proposed Directive document that have changed over time, tightening up copyright and licensing over different kinds of data distribution. Deeper history knowledge of Inspire would be welcome here.
Someone needs to go read the prefaces to all 27 State of Play documents at http://inspire.jrc.it/ and add details of all 25 member states NationalMappingAgencies . :/
