Einleitung
Am 23. Januar 2006 hat der Europäische Rat die Position der INPIRE-Direktive formal angenommen, welche vorsieht die gesammelten geographischen Daten der nationen Agenturen ganz Europas sollen bei den Agenturen verbleiben und nicht frei zugänglich für die Öffentlickeit sein. Während viele Geo-Daten in den Vereinigten Staaten von Amerika unter einer Public-Domain-Lizenz stehen, sind in Europa wenige Geo-Daten frei zugänglich und werden sonst zu Monopolpreisen und Bedingungen von staatlichen Ämtern vertrieben. Beschränkter Zugang zu geographischen Daten für die Öffentlickeit und Gewerbe aufgrund hoher Kosten und Lizenzgebühren bedeuted weniger Dienstleistungen und weniger Arbeitsplätze in Europa.
Wenn das Europäische Parlament diesen Vorschlag nicht ablehnt wird INSPIRE eine Politik des Bezahlens von Bürgern für Informationen, für deren Beschaffung sie bereits bezahlt haben, verfestigen in dem staatliches Copyright über geographischer Information steht.
