At this stage, we knew it was inevitable, because the Council had not approached the EP for any negotiation process before Second Reading, that there would be a third-stage "conciliation" and third reading of the proposed Directive, which is going on now. The rapporteur has stated that she will not seek to add new amendments to the Directive at the third reading.

It is still very much worth trying to contact your Minister in the council, attempting to find out whether your national environment department broadly supports the Council or the Parliament position. If not, why aren't questions being asked at a national parliament level?
